1. The resolution calls on the Russian authorities to refrain from maintaining ties with the breakaway regions "in any manner that would constitute a challenge to the sovereignty of Georgia" and also urges Russia "to abide by OSCE standards and generally accepted international norms with respect to the threat or use of force to resolve conflicts in relations with other participating States."

결의안은 러시아 관리들이 "조지아의 통치권에 도전할 수 있는 어떠한 형태"의 관계를 독립한 지역과 맺어 지속하는 걸 삼갈 것을 요구하였고 러시아가 "다른 참가국과의 분쟁을 해결하기 위해 물리력의 사용 혹은 위협을 하는 것에 OSCE의 기준과 널리 용인되고 있는 국제 기준을 따를 것"을 촉구하였다.
